ORDERS OF THE DAY

 

Reorganization Meeting – June 2, 2016

 

  1. The call of the roll is waived and the registration shall be used to establish the presence of a quorum. Proxies (Article I, Section 3, E.) must be filed with the Secretary before or during the initial roll call of the meeting. No proxies shall not be accepted after that time.

 

  1. There shall be no reading of the minutes or of the Treasurer’s report.

 

  1. All procedural votes shall be by voice vote and determined by a simple majority. If the Chairman is unable to determine a majority by voice vote, a standing count shall be taken.

 

  1. There shall be a motion and a second to adopt the Agenda and the Orders of the Day.

 

  1. The Chairman pro tempore shall serve as the presiding officer for the nominations and presentations of officer candidates.

 

  1. When officer candidates are considered, the names of persons who have previously announced candidacy for said office shall be presented for County Committee consideration by the Secretary.

 

  1. Any person nominated for an officer’s position is entitled to have one member of the Republican Committee of Lancaster County make a nominating speech not to exceed three (3) minutes on his/her behalf. That nomination may then be seconded by another member of the County Committee in a seconding speech also not to exceed three (3) minutes.

 

  1. With the exception of previously announced candidates for an officer’s position, candidates duly nominated and seconded from the floor shall be asked by the presiding officer to confirm they will accept the nomination.

 

  1. Each previously announced and duly nominated officer candidate shall be permitted to speak to the County Committee for a period not to exceed five (5) minutes.

 

  1. If there is more than one officer candidate, the members of the County Committee shall have a maximum of thirty (30) minutes to ask questions of the candidates. A member of the County Committee may ask one question not to exceed forty-five (45) seconds in length. The candidate to whom the question is asked may respond for up to two (2) minutes.

 

  1. If there are more than two officer candidates, the members of the County Committee shall have a maximum of forty-five (45) minutes to ask questions of the candidates. Lengths of the questions and the answers shall be governed by Order #10.

 

  1. At the conclusion of the question and answer period, each officer candidate may make a closing statement, not to exceed five (5) minutes in length.

 

  1. After the closing statements, the members of the County Committee shall vote by secret written ballot on such ballots that have been provided and enclosed in the registration packets. Tellers, overseen by RCLC staff and one representative of each candidate, shall count the ballots.

 

  1. If a motion is made to close nominations with only one officer candidate under consideration, passage of such a motion shall include a direction to the Secretary to record a unanimous vote for said candidate.

 

  1. If more than one candidate is placed in nomination as an officer, the individuals shall be elected by a secret written ballot.

 

  1. An officer candidate must receive at least a majority of valid votes from those members present and voting to be elected. Blank ballots, ballots containing more than one vote per ballot, or ballots containing votes for candidates not in nomination shall not be counted and shall be discarded.

 

  1. The presiding officer shall announce the results to the County Committee. The successful Chairman candidate shall then become the County Committee Chairman and serve as the presiding officer for the remainder of the meeting.

 

  1. At any point during the meeting, an officer candidate may withdraw his/her name from consideration for election, and may address the Committee for a maximum of two minutes.

 

  1. The committee may suspend and/or amend these Orders of the Day by a two-thirds (2/3) vote of the members present in person or by proxy.

 

  1. Visitors, including the press, may observe the proceedings of this County Committee Meeting from designated areas. Visitors shall remain seated and quiet, may not display signs or placards, and may not participate in the meeting. The presiding officer may, at his/her discretion, clear the room of all individuals except for voting members of the Committee and their proxies, officers, and appointees.
